Mechanism Innovation
Scientific and technical innovation is the constant core of
competitiveness.
Cooperation between enterprises and universities are paid much
attention. Four national level technical centers have been established
i.e. one for engineering machinery by Shandong Bulldozer, one for
pharmacy by Lukang Group, one for woolen textile by Ruyi Group, and the
last for bio-ferment by Linghua Group.
A base with constructing size of 300,000 square meters for the
development of medium and small enterprises has been established to
improve incubating ability for hi-tech enterprises. National New
Business Start-up Park, National Pioneering Park for Returned Overseas
Chinese Students and National Working Center for Postdoctors were also
set up.
Enterprises are encouraged to apply for national technical innovating
projects. A fund system has been established for business start-up, risk
proof, technical innovation and industrial subsidy. Favorable treatments
and funds are both used to support projects of R&D and manufacturing.
